CLAYTON — The courts reversed course on Tuesday and approved a ballot measure that could give the St. Louis County Council the power to fire department heads . Tuesday evening, just hours after a lower court judge removed Proposition B from the April 8 ballot, an appellate judge ordered the measure back on.

The language of Proposition B is "misleading, insufficient, inaccurate, argumentative, prejudicial and unfair," the judgment filed Tuesday morning said.
